SB 326 Balcony Waterproofing on the California Central Coast

Central Coast balcony work in San Luis Obispo County, Santa Barbara County, and the cities along Highway 101 follows the same SB 326 and SB 721 timelines as the rest of California. The wrinkle is marine air, which drives flashing corrosion faster than the membrane wears out, and coastal-zone properties may need additional permit review. What Central Coast HOA boards and apartment owners should know

SB 326 applies to condominium HOAs (9-year inspection cycle, deadline was January 1, 2025) and SB 721 applies to apartments with 3 or more units (6-year cycle, deadline January 1, 2026). EEE inspections on Central Coast properties typically focus on:

  • Flashing condition at deck-to-wall and edge details (the primary aging mechanism in this climate)
  • Waterproofing membrane integrity
  • Wood framing condition where water has intruded
  • Sealant and joint condition

The marine air pattern means flashing wears out faster than the membrane on Central Coast balconies. On older properties, you may find perfectly serviceable waterproofing with corroded flashings that require full replacement.

Permitting on the Central Coast

San Luis Obispo County Building & Planning is the AHJ for unincorporated areas. Cities (SLO, Pismo Beach, Arroyo Grande, Paso Robles, Atascadero) operate their own building departments. For Santa Barbara County properties (Santa Maria, Lompoc area), Santa Barbara County Building & Safety is the corresponding department.

Special consideration: properties within the California Coastal Zone may require Coastal Development Permit review in addition to the local building permit. This is uncommon for in-kind balcony repair but can come up if the work involves any expansion of the building footprint or changes to architectural appearance. Confirm with the local planner before assuming a straightforward permit path.

Spec stainless or hot-dip galvanized at deck-to-wall transitions and drip edges. The waterproofing system itself will outlast the flashing in most cases, so choosing flashing that matches the membrane’s service life is the key durability decision.
